ATAK in T1 is the official blue airport taxi cooperative, running 24/7 from the rank just outside arrivals at Kigali International Airport. These taxis are the default for many regulars heading into central Kigali, with most reporting rides in the 15,000–20,000 RWF range from the terminal. Cars are easy to spot by the ATAK branding and by the airport staff pointing new arrivals toward the line.

Into town from KGL, FlyerTalk users repeatedly mention 20,000 RWF as the maximum they’ll pay for an ATAK ride, and several say they usually settle around 15,000–18,000 RWF. One poster put it plainly: “20,000 RWF should be the maximum fare with the blue airport taxis (ATAK) from KGL into town.” Paying in Rwandan francs at the curb helps hit those numbers; quoting in USD or EUR tends to trigger much higher opening asks.

Complaints focus on drivers starting with “ridiculous” first quotes, sometimes well above 20,000 RWF for the same central Kigali run. Regulars say if a driver won’t come down to your target, you just walk a bit further down the ATAK rank and try the next car. Another common gripe: with ride-hailing apps now in Kigali, ATAK drivers often try to hold at 20,000 RWF even when apps show cheaper fares for the same 10–30 minute routes.

What seasoned visitors do: before leaving T1 arrivals, they check a ride-hailing app on their phone to see the live fare into their neighborhood, then walk to the ATAK line with a clear number in mind, usually 15,000–20,000 RWF. They state that fare upfront, in francs, and are completely ready to move on to the next blue taxi if the first driver refuses.
