The Shuttle Overflow Lot at Frederick Douglass Greater Rochester International Airport uses the same Blue Lot rate structure when it opens, so expect budget pricing compared to the parking garage directly by the terminal. This lot activates only when the main Blue Lot fills, so you may not always see it available. It is still airport-operated, not an off-airport third party.
