The Main Public Parking Lot at Hilo (ITO) is a single surface lot directly in front of the Main terminal, about a 2-minute walk from the check-in counters. For now, think of it as a ticketless lot either way; the only difference is whether you tap an app or hand over a card at the booth.

Locals who park regularly at ITO tend to sign up with Metropolis once, add their plate, and then treat the lot like any other automatic toll system. With no off-airport competitors, this is effectively the only real parking option you’ll use here.
