Hours run 05:00–21:30 Sunday through Friday and 05:00–18:30 on Saturday, which lines up with the early DCA–ATL and DCA–LGA banks. If your flight uses the B‑gates, you can literally look down from the lounge and keep an eye on boarding below.
The entry point sits near B15 post‑security in Terminal 2, so you’re already past TSA by the time you reach the desk.
